Lisbon Treaty (No. 3)

I have heard a great deal this afternoon about there being no new rights. Citizenship of the Union currently complements national citizenship, which has enormous implications for the charter, but the new arrangements are that citizenship of the Union shall be ““in addition”” to national citizenship. Those are two completely different matters, which has enormous implications for how we are to be treated under the European Court of Justice.
