Proceeding contribution from Lord Cope of Berkeley (Conservative) in the House of Lords on Wednesday, 6 February 2008. It occurred during Debate on bill and Committee proceeding on Regulatory Enforcement and Sanctions Bill [HL].

Regulatory Enforcement and Sanctions Bill [HL]

First, I am delighted that the Minister says that the Government will look into the unexpected consequences. We all know that the unexpected consequences of legislation are often extremely powerful; indeed, they are sometimes as powerful as the intended consequences. That is an extremely important element of the review, which, as I say, I welcome as a whole. The NAO seemed to get a good press from the Minister. It was good practice to appoint the NAO. On the other hand, she was not willing to be definite and seemed to be steering in another direction. For the time being, however, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendments Nos. 166 and 167 not moved.] Clause 63 agreed to. Clause 64 [Suspension]:
