I was coming to that point. Paragraph 4.1 of the national standards says that the assessment tool, known as Asset, "““must be completed for all young people subject to … custodial sentences””." The answer to the noble and learned Baroness is yes, so far as I understand. I will undertake to double-check this and write to noble Lords, but my understanding is that what she has said is right. If there were a question of a custodial sentence, a written report would have to be made.
