Treaty of Lisbon (No. 7)

Let me make some progress and I will happily give way to the hon. Gentleman later. The second group of changes relate to better decision making and accountability. This group of reforms alters the way in which the EU takes decisions and the means of accountability for them. It provides new powers for national parliaments; more effective decision making where it is in the UK's interests; and explicitly sets out the EU's competences—and where those competences end—for the first time.
