Treaty of Lisbon (No. 7)

I am grateful to the Minister for giving way. He has just said that he is happy with all the concessions made on qualified majority voting, but let us take just one example, although an important one: the QMV that the treaty introduces for proposals made by the new high representative. When this matter first came before the IGC, the Minister's predecessor, now the Secretary of State for Justice, opposed it, saying it was ““simply unacceptable””. Why did the Government at that time find it to be ““simply unacceptable””?
