Treaty of Lisbon (No. 8)

I am extremely grateful to the Secretary of State, who is as generous as ever in giving way. The six words—almost an aside—in the Lisbon treaty that refer to climate change are:"““and in particular combating climate change.””" Of all the strands in the comprehensive treaty, which covers so many areas of law and activity in the EU, that must be the slightest reference to any subject. Today is being spent trying to deflect attention away from the failure to provide the people of this country with a say on the Lisbon treaty by dressing it up as an important step in climate change. I put it to the Secretary of State, who is known for his honesty in this House, that that is nothing more than a charade. It is not giving a genuine impression.
