My Lords, I am grateful for the warm welcome from both opposition parties for this extremely sensible amendment. I only slightly cavilled at the suggestion that any Secretary of State would tinker with the budget; a useful amendment might have crossed his or her mind. As the House will see, we have followed the Delegated Powers Committee’s recommendation. On Question, amendment agreed to.
