However, to give just one example, under the constitutional treaty all foreign policy activity was merged into a single treaty pillar. Under the Lisbon treaty, there is a wholly separate area of European affairs dedicated to foreign policy. If ever the hon. Gentleman wanted a guarantee about the continuing intergovernmental nature of foreign policy, there it is.
