And behind closed doors. We cross-examined the then Foreign Secretary, who made it clear that she knew nothing about what was going on, officially. However, we know that the sherpas in UKRep, COREPER and so on were convened and carrying on negotiations behind the scenes. The questionnaire to which my right hon. Friend referred illustrates that point clearly. That is one fundamental constitutional change.
