Children and Young Persons Bill [HL]
My Lords, this is quite a dramatic move forward. It seems an excellent and interesting departure, which I think that most of the House will support. However, it is dangerous to go beyond the pilot project until there has been an evaluation of the downside as well as the upside of this new departure. For those reasons, I support those who have said that Clause 4 should not become law until there has been an evaluation of the pilot projects.
