Proceeding contribution from Speaker in the House of Commons on Monday, 31 March 2008. It occurred during Debate on bill on Housing and Regeneration Bill.

Housing and Regeneration Bill

In all these matters, the initiative lies with the Government. There may be occasions on which they may wish to put forward a different or amended programme motion before the House, but as the hon. Gentleman knows, I am afraid that that is not a matter for me. We are getting used to the procedure of programme motions and it is all a matter of judgment on each occasion as to whether sufficient time—in the eyes of the whole House—has been provided for in any particular programme motion.
