Housing and Regeneration Bill
In all these matters, the initiative lies with the Government. There may be occasions on which they may wish to put forward a different or amended programme motion before the House, but as the hon. Gentleman knows, I am afraid that that is not a matter for me. We are getting used to the procedure of programme motions and it is all a matter of judgment on each occasion as to whether sufficient time—in the eyes of the whole House—has been provided for in any particular programme motion.
