European Union (Amendment) Bill

The noble Lord is being unusually obtuse. The Farnborough agreement is made up of five or six EU nations that have clubbed together to pool their defence procurement, but can be turned into an EU initiative. In fact, it now concerns most of EU procurement, as the noble Lord himself said the other evening. This initiative is also an agreement between a few EU countries but, as I shall show, it can be turned into an EU initiative at the flick of a switch. My submission is that it will be.
