Road Safety
My hon. Friend the Member for Pendle made a magnificent 30-minute speech, but was unable to include the potential for pass plus, the agency's suggestion for newly qualified drivers, and the possibility of using probationary or āāPāā plates to indicate to other road users a recently gained driving licence. Does the hon. Gentleman think that those ideas have any significant potential, or will they work only if made mandatory?
