My Lords, I congratulate the noble Lord, Lord Bach, on his debut. If ever there was a case of making bricks without straw, this was it. If ever there was a case of a Minister having to play a rum pack of cards, this was it. I am grateful to every noble Lord who has contributed to the debate. The regulations clearly have a number of deficiencies that may yet come back to haunt the Government. In the mean time, I beg leave to withdraw the Motion. Motion, by leave, withdrawn.
