Political Parties and Elections Bill

I will not go through a clause-by-clause dismemberment of the Bill, because my right hon. Friend the Member for Horsham (Mr. Maude) has already done that from the Front Bench in one of the best speeches that I have heard on this subject. I am tempted to take up the remark made by the hon. Member for Battersea (Martin Linton) about the alleged non-existence of the incumbency factor; he is certainly right that it is much smaller than people think.
