My Lords, I, too, congratulate my noble friend on his excellent maiden speech. I make just two points. First, the Act that we are concerned about is not just an anti-terrorism Act; it is the Anti-terrorism, Crime and Security Act. I agree that it is unfortunate that all those things were combined, but the title of the Act certainly entitles the Government to do what they have had to do. I also think that the Government were right to take quick and effective action because, in any receivership, as we all know, the money goes to those with the loudest voices and the heaviest hands. The action of the Government has at least ensured that this matter will be cleared up in an orderly way.
