EU: Emissions Trading System (EUC Report)

I, too, served on Sub-Committee D and was involved in the report. I say without any embarrassment that I found it an immensely complicated area, even if others seem to find it basic. If an emissions trading scheme were to work effectively day to day worldwide, it would be a step forward for mankind that was almost on a par with the introduction of paper money and banks 250 years ago.
