I do not think that I can give the answer in an intervention because, apart from anything else, it would take us outside the scope of this debate, which is on a revival motion. When we had the Second Reading of the Canterbury City Council Bill, my hon. Friend was gracious enough to accept that it included a provision on touting that he had not addressed and that should be considered in Committee.
