Local Democracy, Economic Development and Construction Bill [Lords]
I am extremely grateful to the Minister for giving way and for responding to my point. Is he saying that if a council seeks planning permission in another area without the agreement to which he referred, any houses that it builds will therefore not count towards its housing target?
