I commend my right hon. Friend on making an astonishingly informative speech. To reinforce his comment about politicians being involved, everything that he has described is mirrored in similar failures—constitutional, structural, governmental and decision-making failures—in the United States. They have come out recently because of the torture issue and how legality was bypassed, so it is doubly important that politicians should be involved.
