Order. I inform the House that Mr. Speaker had imposed a time limit of eight minutes on Back-Bench contributions, but that additional Members have since expressed a desire to contribute to the debate. I am therefore reducing the time limit on Back-Bench contributions to six minutes. I call Mr. John Penrose.
