Proceeding contribution from Lord Kirkwood of Kirkhope (Liberal Democrat) in the House of Lords on Monday, 19 October 2009. It occurred during Debates on delegated legislation on Flexible New Deal (Miscellaneous Provisions) Order 2009.

Flexible New Deal (Miscellaneous Provisions) Order 2009

My Lords, I am grateful to the Minister. In his usual expeditious way, he has covered a lot of territory and answered many of the questions. I look forward to reading the Hansard report tomorrow, which will repay careful study. I am encouraged by the fact that the evaluation will track job destinations, because that is a part of the picture that, until now, we have not been able to see. The sooner we can get access to that, the better. The debate this evening has illustrated what we already know, which is that although the policy and the politics are there to be debated—we have the White Paper and the Welfare Reform Bill; no doubt we will have another welfare reform Bill before too long; all I say is that I hope it is a consolidation measure—there are operational dimensions to this important part of public policy. We have covered some of the ground. With the forbearance of the Minister and the rest of the House, I hope that we will find appropriate moments regularly but infrequently for the Minister to keep us updated, especially about the PSI research, as it comes through, dealing with the operational side. It is easy to get time on the Floor of the House to deal with big policy issues, and we look forward to our future debates —I am certainly willing to contribute to them as positively as I can—but the operational side must be monitored very carefully, as, I am sure, colleagues agree. We have helped to push some of the curtains of secrecy or elements of opaqueness a bit further back during of the course of our proceedings over the past 45 minutes. I am grateful to the Minister and other colleagues for contributing. Motion agreed. Sitting suspended.
