Equitable Life

The ombudsman used the expression "relative loss", which has been used before in the debate. My right hon. Friend has also referred to that, but the Government’s favoured position is not relative loss, but disproportionate loss. I have not seen a definition of that. Could he cast some light on the distinction between relative loss and disproportionate loss?
