Welfare Reform Bill

The noble Lord raises an interesting point to which I regret I am unable to provide an answer at the Dispatch Box. I shall prevaricate for a little while in the hope that rescue may come from the Box, but if not, perhaps I may write to the noble Lord. I am sure there is a full answer, but it is not here yet. I shall write to him. Amendment 15 agreed.
