My Lords, speaking for myself, the reassurances that the noble Lord, Lord Hannay, specified have been given. They were certainly behind my thoughts in moving the amendment. In light of those, I am content to withdraw the amendment. Amendment 5 withdrawn. Clause 34 agreed. Schedules 1 to 3 agreed. Bill reported without amendment.
