Digital Economy Bill [HL]
Perhaps I could clarify that while I support the sentiments reflected in the submission of the noble Lord, Lord Lucas, I do not support the amendment for the reasons the Minister has just given. However, there was a fatal accident not far from where I live, and the sheriff who conducted the inquiry said that the employer ought to provide a shepherd operating a quad bike with a mobile phone. That would be completely pointless if there is no reception.
