Digital Economy Bill [HL]

I am sorry that my noble friend thought that that was not addressed; I thought that I had addressed it. I pointed out in my opening paragraphs that the qualifier in relation to promoting investment in the electronic communications network and infrastructure, ""will not override Ofcom’s principal duty to further the interests of citizens and consumers"." That, surely, is a pretty emphatic statement; if the noble Lord is looking for balance, it is there.
