Digital Economy Bill [HL]

I have tried not to respond, but I shall just on that point. If you look at the range of competition on broadband or on mobile networks, you cannot say that we are just shoring up existing or previous old monopolies. There has been a huge growth in competition, as the number of offerings on broadband connections and mobile phones shows. We are not intending to shore up. There is a huge expanding market. We put a duty to promote competition in the 2003 Act. We may not have got everything right, but to say that in the UK we do not have a highly vibrant competitive market is not an appropriate description.
