Digital Economy Bill [HL]
I agree with the right reverend Prelate about the need for an infrastructure that works and delivers, and I am not seeking to criticise that. My only point is that the power already exists; so what is the gain from the proposed legislation? I return to the government impact assessment. It is difficult to predict with complete certainty what the precise effect will be. If no one knows what gains there are going to be, why are we trying to introduce the legislation? I am sure that the Minister must have a better reason than the generalities he has expressed, but—
