Digital Economy Bill [HL]
My Lords, I rise to support my noble friend entirely on the basis that this makes the way ahead unclear for Ofcom. There is a real lack of clarity in the provision: what on earth does "wherever possible" mean? It could be read in a host of different ways and I am not sure that would be helpful to the citizen and the consumer in the long run, or even in the short run.
