Digital Economy Bill [HL]
Perhaps I did not interpret the noble and learned Lord’s position as accurately as I ought to have done, but I reassure him that I am absolutely at one with him, and that is what the Bill actually represents. Of course we want investment to be efficient but there are circumstances, which he has identified, where the public good requires investment that is not narrowly efficient but is essential if we are going to meet our wider obligations in terms of universal service provision.
