It has become apparent that the whole debate is really about the definition of the word "efficient". The problem, with the greatest respect to the Minister, is that the use of the word in this context is perhaps not the right one. It must be more efficient for me to go home by car, but it would be a lot cheaper to go on foot. The substitution of the word "efficient" for "profitable" or "economically viable" was, perhaps, wrong. Having listened to everything that has been said, I suspect that we are all singing from the same song sheet. I therefore beg leave to withdraw the amendment. Amendment 5 withdrawn.
