There is a lot to be said for Ofcom having responsibility in this area. As the noble Lord, Lord Gordon, said, it has the day-to-day acquaintance with the media that is essential to understand what the public interest is likely to be in this area. For my part, I would be keen to agree with the substance of what the noble Lord, Lord Gordon, has proposed. I am not certain what the position would be about appeals under the Ofcom arrangement but, subject to that, I think that the proposal merits consideration by the Government and I hope that they will give it that.
