My Lords, we rehearsed this discussion in the passage of the Climate Change Bill, in which many situations were similar; in a fast-changing situation the obligation on Ofgem was two years or four years. If my memory serves me correctly, we compromised on three years as being a reasonable amount of time in which change could take place. The terminology was "not more than three years". I suggest that not more than three years is both appropriate and reasonable. I cannot imagine that the Government would have a particular problem with that.
