Order. The pre-debate calculations carried out did not take account of the length of the two Front-Bench speeches that we have heard, so there is pressure on the availability of time for Back-Bench speeches. Originally, a 15-minute limit was imposed and I intend to follow that for the first speech to be made from the Labour Back Benches and by the first Conservative Back Bencher. I am sorry to say that thereafter the limit will have to revert to 10 minutes if this debate is to be as inclusive as most people would wish it to be. I hope that that will be seen as a reasonable decision in the circumstances. I call Hilary Armstrong.
