Canterbury City Council Bill
My hon. Friend is being extremely generous in giving way. Is he aware that the mean difference travelled per day by a pedlar is 95 miles, that the medium is 66 miles and that on average a pedlar visits 25 cities a year? How could the average pedlar know which regulations apply in which part of the country?
