The Minister has now confirmed that if the local authority fails to satisfy parents, the matter will be referred to the schools adjudicator, but it was the schools adjudicator who found that schools should be allowed to take an increasing number of pupils from out of borough. It is unclear how they will be able to respond to parents who are complaining in large numbers that they cannot get their children into a local school because they have already said that it is fine for schools to take many more pupils from out of borough.
