Child Poverty Bill

Forgive me; I am obviously being very obtuse about this. Is the noble Lord saying that he accepts the four targets in the Bill? Is his criticism of them only that they are not sufficiently fine-tuned, so particular considerations—for example of Gypsy or Traveller children on the one hand, and inappropriateness of income determination because of the black economy on the other—need to be brought to bear? Does the noble Lord support the four targets as specified, provided they can be delivered more accurately than he fears they may otherwise be?
