Child Poverty Bill

To be honest, I am not an expert on the most effective interventions for the most vulnerable children. There are some people in this room who I may consider to be far more expert. I do not know; but when I read a report that is of the quality and status of the OECD report that says that in-kind provision for the most vulnerable may be far more valuable than cash transfers—mainly because the parents are not able to use that money effectively—and when I see a set of targets that would rule out acting on such a recommendation, I get very worried.
