Proceeding contribution from Earl of Listowel (Crossbench) in the House of Lords on Thursday, 21 January 2010. It occurred during Debate on bill and Committee proceeding on Child Poverty Bill.

Child Poverty Bill

I may have been incorrect earlier. I said that the Government and local authorities had a target to reduce the number of children taken into care. I think that they had more of an aspiration to do that and that they may have been considering a target.
