Child Poverty Bill

I am very grateful indeed to the noble Baroness, Lady Hollis, for that point. We are coming back to this again and again; we are right to do so because it is the heart of the issue. The heart of the issue is that if you have purely financial targets, the way in which they can, and most likely will, be interpreted is that they can be financially adjusted. Our concern is that research tells us that a pound earned is worth more than a pound transferred. In other words, we want to get into a position where we are supporting families to become independent rather than transferring money because we have failed to make them independent.
