I am grateful to my hon. Friend for giving way. He is being very generous. Will he explain a point to the House and to me? In clause 5, proposed new sub-paragraph (2A)(a)(i) states""at the end of the five minute period, or"—" as (ii) states—""as soon as he is able after trading ceases, whichever comes later"." That seems to drive a coach and horses through any time limit. Have I misread it?
