Proceeding contribution from Tobias Ellwood (Conservative) in the House of Commons on Thursday, 21 January 2010. It occurred during Debate on bill on Bournemouth Borough Council Bill [Lords].
Bournemouth Borough Council Bill [Lords]
The Pedlars Act 1871 says that a pedlar""travels and trades on foot and goes from town to town"." From that, one can deduce that they are on the move fairly regularly. Therefore, it makes sense to provide that a person could move the distance that we are talking about—200 metres—and then move locations over a 12-hour period with a view to trading at a minimum distance of 5 metres away from a position that he has occupied before. That fits with the 1871 Act.
