Children, Schools and Families Bill
On one level, I have no objection to it in principle. There is much to be said for some of the things in it. However, I do not think that it is appropriate at this stage. I shall come to that point in a moment, but I want to finish talking about the review first. The review will not start until at least 18 months after the commencement of this legislation, to give the first set of changes time to bed in. It will be something between 18 and 24 months, I would envisage, before the review will take place. That will give considerable time for the production of evidence for it to consider. New clause 2 is unnecessary at this stage, because the amendments that we have tabled make it clear that the move to the new regime will not happen automatically. The review is therefore not a rubber-stamping exercise.
