Then he should not quote from documents with which he is not familiar. In the introduction to the scenario to which he has just referred it states:"““A large number of assumptions have to be made””." That is precisely the point that my right hon. Friend the Secretary of State made. Does the hon. and learned Gentleman accept that we cannot be so arrogant as to presume how voters will vote under a new system that is different from what has been in place in the past?
