Constitutional Reform and Governance Bill (Money) (No. 3)
The right hon. and learned Gentleman has ably described the disadvantages of a pure proportional representation system. Does he accept that no Member today has suggested such a pure PR system? May I also point out that the PR system in Germany has given that country very stable government for some 50 years?
