Constitutional Reform and Governance Bill (Money) (No. 3)
I hope that my right hon. and learned Friend will not avoid answering the question posed by the hon. Member for Edinburgh, North and Leith (Mark Lazarowicz) about the system in Germany. Because of that system, the smallest party achieving sufficient numbers has had the Foreign Secretary for most of the period since the war, and the Free Democrats are always over-represented.
