Proceeding contribution from David Heath (Liberal Democrat) in the House of Commons on Tuesday, 9 February 2010. It occurred during Debate on bill and Committee of the Whole House (HC) on Constitutional Reform and Governance Bill.

Constitutional Reform and Governance Bill (Money) (No. 3)

Does the hon. Gentleman accept that that also happens in multi-member first-past-the-post council elections? I have seen it happen many times that someone whose name is earlier in the alphabet gets elected, while their colleague further down the list does not.
