I had exactly the opposite experience in Cardiff two weeks ago when I attempted to use my Worcester bus pass and was told very firmly that it did not operate outside England. I hope that I have allayed concerns about the ability of local authorities to maintain the existing discretionary enhancements that are provided for residents, and that I have also made clear that the financial implications of the changes will be considered alongside other changes being made in the overall finance settlement for local government. I hope that the Committee will agree that the changes being implemented by the order will assist in securing the sustainability and the long-term life of this hugely popular scheme for the future.
