Speaker's ruling from Speaker in the House of Commons on Tuesday, 30 March 2010. It occurred during Debate on bill on Personal Care at Home Bill.
Personal Care at Home Bill
I must draw the attention of the House to the fact that financial privilege is involved in Lords amendments 1, 2 and 4. If the House agrees to these amendments, I shall ensure that the appropriate entry is made in the Journal. I should also inform the House that Mr. Speaker has given careful consideration to Lords amendment 3 to the Bill. He is satisfied that it would impose a charge on the public revenue that is not authorised by a resolution of the House. Therefore, when it is reached, I will announce that it is deemed to be disagreed to in accordance with paragraph 3 of Standing Order No. 78. It is therefore not available for debate.
